does laptop or desktop have a build in amp

Almost certainly a yes.

Chances are, anything you plug your head/earphones into, has an amp in the path.

The only difference is, is it a good/bad, weak/powerful amp?

 

The amp is necessary because the output from the DSP chip or processor is purely a signal, not powerful enough to make the earphone diaphragm move.

absolutely not enough for delivering full potential of full sized headphones. Because portable amplifiers or headphone amplifiers have a much higher voltage and current than laptops which is intended to produce just enough for sound :)

I don't think laptop amp drive will be a problem for most headphones. However the quality is typically lacking. On my laptop, I can "hear" the harddisk access - whenever there is a disk access, there will be some "zzzz" heard via the internal amp.

I use the ZeroDac and can hear noises too. So not just the internal amp.
