I guess a little mildly soapy water then cleaning off with clean water would do fine.

yeap i do the soap+water treatment too. but problem is leaving dust specks on it after drying.

get a small hand held bulb-shaped air 'squeezer' thing.

 

you can find it in good photography equipment shops.

 

then you can 'puff' the dust off.

serious speaking,i dun use any liquid on it....but i just use a plain cloth with is anti-electrostatic i think. my mum get from it from her factory last time. They use it to clean the dust on the surface of hard disk. but i duno when they use it. She just told me that it's very nice to use it for those kind of surface....HD,CD and VCD...wish she's correct of these

For harder stains to remove like mildew I normally run tap water & rub the area lightly in a radial motion (from the center to the edge of the disc) then shake the excess water off & dry with a 3M CD/DVD anti static cleaning cloth.
